Most report commentary lives in email, chat and slide decks. It is written once, read by a few people, and lost before the next review.
Comments belong on the data point
accoCOMMENT attaches threaded comments to the exact row, cell or filter context in the report. Anyone who opens the report later sees the explanation with the number, in the same filter state it was written in.

Governance
Comments are written back to SQL Server with user and timestamp and inherit the report row-level security, so people only see commentary for data they are allowed to see. Cloud, hybrid and on-prem are all supported.
